Further changes, including the resumption of contact sport competitions, have been earmarked for July 20.
Victorian premier Daniel Andrews announced the changed restrictions on Sunday morning.
"Because of the progress we've made - and the evidence base we've built - I can confirm those proposed changes will go ahead," he said.
"As always, timing on any future changes remains subject to the advice of our Chief Health Officer. Because as far as we've come - it's not over yet.
"For every small step we take, our own personal responsibility grows. It's why we're asking Victorians: keep washing your hands. Keep maintaining your distance. Download COVIDSafe."
Mr Andrews said sports training and competition for under-18s and non-contact sports can resume from June 21.
"Recognising the lower rate of transmission amongst younger people, all sports training and competition will resume for those 18 and under," he said. "Non-contact sports competition can also begin across every age group."
Indoor sports centres, including gyms, will also be able to reopen to up to 20 people per space from 11.59pm on June 21.
Cinemas, concert venues, theatres and auditoriums will also be able to open with up to 50 people per space while the number of people permitted in community spaces, restaurants, pubs will increase to 50 people.
The same will apply to galleries, museums and amusement parks.
Contact sport competitions will be able to resume in Victoria from July 20 with further coronavirus restrictions set to ease.
"Supporting this gradual return to sport, clubs and community facilities will also be able to reopen their changerooms," Mr Andrews said.
"The same will apply to holiday accommodation and camping sites, with communal spaces like showers and kitchens soon to be available to visitors."
No changes to Victorians working from home have been flagged with Mr Andrews urging that it continue where possible.
"If you can keep working from home - you must do that too," he said.
"We still want to limit the number of people moving around our state and help protect those who do have to go to the workplace."
