New Victoria Police data shows 104 fines were issued in Greater Bendigo between March 21 and May 17 this year.
Only residents in 15 other local government areas have received more fines during the pandemic - including Melbourne residents, who received 590 fines, and Greater Dandenong residents, who were fined 333 times.
In central Victoria, the Macedon Ranges Shire was the next highest to Greater Bendigo, with 41 residents fined for breaching the COVID-19 public health orders.
About 31 residents in the Campaspe Shire were fined, while 28 people in the Gannawarra Shire, 15 people in the Central Goldfields Shire, 14 people in the Mount Alexander Shire, and five people in the Loddon Shire were also fined.
No one in the Buloke Shire has received a fine for breaching COVID-19 restrictions.
Victoria Police have issued 5610 fines across the state.
Under the State of Emergency, Victorian police officers have the power to detain and issue on-the-spot fines to people who are not complying with COVID-19 restrictions.
Fines could cost up to $1652 for individuals and up to $9913 for businesses.
People who don't comply can also face court and receive a fine of up to $20,000. Companies face fines of up to $100,000.

While more than 100 people have been fined in Greater Bendigo for breaching COVID-19 restrictions, there have only been nine confirmed cases of coronavirus in the local government area.
There have been 33 confirmed COVID-19 cases in central Victoria. The latest data from the Department of Health and Human Services shows there are no active cases in the region.
