Constable Jason Reddin said sometime between 5pm and 6pm on May 12, a silver Mazda was travelling southbound on Strathfieldsaye Road.
Police say the car stopped in the middle of the lane, blocking traffic. A male passenger then got out of the car.

Constable Reddin urged anyone who saw the incident to contact the Bendigo Police Station on 5448 1300.
