The area is under camera surveillance and police have been notified, the city's manager of parks and open space Paul Gangell said.
"The city is disappointed ... and urges members of the community who witness any acts of vandalism to contact the Bendigo Police," Mr Gangell said.
The rotunda's staircase was taped off after being vandalised early on Wednesday morning.
A handrail was knocked off of the staircase during the incident.
Work crews were expected to fix the handrail and open it back up to the public on Thursday or Friday.
