Councillors will next week decide whether to approve city centre growth and car parking plan.

City director of strategy and growth Bernie O'Sullivan said the plan provided a vision and clear direction to manage the growth of the Bendigo city centre.

"We made some changes to reflect feedback from the community and have refined the plan so we are now confident it considers and provides direction on all the relevant challenges and opportunities presented by the Bendigo city centre."

Twenty-six people gave feedback on the draft plan.

Businesses are increasingly concerned about the stress that will be put on electricity and water supplies in the area, the report noted.

They want a working group formed to press the state government for $250,000 to bankroll a study into the water system's firefighting and domestic capacity, the council report stated.

Huge state and local government building projects are expected to push more workers into the city centre in coming years.

The "GovHub" project slated for Lyttleton Terrace would bring together as many as 1000 workers from eight state and local agencies.

There are also sweeping changes looming for one section of Hargreaves Street. It will see more TAFE works, new law courts and a new fire station.

People want more improvements to public spaces like roads, the report noted.

"The overwhelming recommendation was to keep improving the public realm to facilitate ease of movement for people who walk, use mobility scooters / wheelchairs / push prams and those who ride bikes," it said.

That could include changing the timing of traffic lights at the intersection of Mitchell and Hargreaves Street.

"At present the traffic lights favour vehicles using Mitchell Street over people wanting to cross Mitchell Street," the report noted.

"This relatively minor barrier deters potential customers from visiting some parts of the city centre."
