It will be a single point to access information on Bendigo's emergency housing, food relief, financial assistance, business support, counselling and mental health support.
It would be the first port of call for people unsure of who to call, mayor Margaret O'Rourke said.
"COVID-19 is no different to a bushfire or flood," she said.
"Broadly, COVID-19 has claimed lives, severely impacted our economy and affected the health and wellbeing of many people, so the City has a critical role in helping residents and businesses recover."
