Victoria Police will not provide a localised breakdown of where the fines and spot checks are occurring, but did provide some examples of breaches in the past 24 hours.
They included seven people issued infringements after gathering at a house for a dinner party and three mates who were playing video games in a loungeroom and did not live together.
More than 16,000 spot checks have been conducted since March 21.
Individuals can be fined up to $1652 for not having a valid reason to be gathering or out of their homes.
