The new regulations come as Racing Victoria continues its ongoing review of biosecurity protocols, which serve to protect the health of industry staff, participants and the wider community, as well as minimise the risk of participants capturing the virus, which may in turn impact on the continuation of racing.
In further measures, metropolitan race fields will be limited to 14 starters, while the maximum number of races conducted at any meeting will be capped at nine.
The industry's governing body retains the discretion to increase the size of fields for black type and feature races at all Victorian racecourses.
RV chief executive Giles Thompson, said while racing and training was currently permitted to continue in Victoria under strict biosecurity protocols, the industry could not rest on its laurels.
"That is why we are continually reviewing our protocols in consultation with the industry stakeholder groups and learning from our collective experiences every day," he said.
"We have continued to challenge ourselves on the number of people that should be attending race meetings and have elected to make further changes to our protocols as a result.
"The introduction of maximum field limits seeks to further reduce the number of required race day attendees and assists in ensuring appropriate social distancing occurs."
