The Premier delivered a simple message during his Monday morning news conference.
"Stay at home," Mr Andrews said.
Victoria has moved to implement stage 3 restrictions, which will come into effect from 11:59pm tonight and will be reviewed after four weeks.
"There is a ban and on-the-spot fine of more than $1600 for gatherings of more than two people other than those in your household," Mr Andrews said.
"We can't have people socialising and gathering.
"We have to protect the health system and save lives."
Mr Andrews outlined the four reasons people should leaving their homes.
"For medical care, to go to work or school, for daily exercise and to buy the things you need, when you need them," he said.
Playgrounds, skate parks and outdoor gyms will also close as part of stage 3 restrictions, with an on-the-spot fine of $1652 for individuals who breach these directions.
