Hayden Adlington appeared in Bendigo Magistrates' Court on Friday, where he made a bail application following his arrest on Thursday afternoon.
The court heard Mr Adlington was arrested in Muckleford after allegedly fleeing from police in Castlemaine earlier that day.
Senior Constable Matthew Lewis told the court that police observed a vehicle with a stolen number plate attached to the rear and a modified plate on the front in Castlemaine on Thursday morning.
He said Mr Adlington was seen shortly after noon that day in the car, in a Castlemaine street. As he got out of his car, Senior Constable Lewis said, Mr Adlington reversed about 300 metres up the street.
Mr Adlington then allegedly swung the vehicle out onto Ray Street, where roadworkers were working and close to a school, before driving off at a fast speed.

When he was arrested later that day in Muckleford, stolen and modified plates were found in a shed on the property.
The car was impounded.
Senior Constable Lewis told the court Mr Adlington gave a no comment interview, but in conversation with another officer he said he had evaded police on other occasions and was not going to stop driving.
Mr Adlington is also charged with driving disqualified and driving an unregistered vehicle in relation to alleged incidents earlier this month and February.
Senior Constable Lewis said the vehicle Mr Adlington was driving on Thursday had been "running amok" for at least three weeks.
"If released on bail, there'll be a major incident... He'll kill someone, I believe," the police officer told the court.
Mr Adlington, who was not represented by legal counsel, did not answer when magistrate Rod Higgins asked him what compelling reasons he had to warrant being granted bail.
Bail was refused and Mr Adlington was remanded in custody to appear at Maryborough Magistrates' Court later this month.
