A DRAFT of Bendigo's long-awaited gender equity strategy has been released in the mist of International Women's Day celebrations.

The 16-page document identifies a need for structural change, changes in relationships, and attitudinal changes to address the drivers of inequality.
The draft will be launched at Women's Health Loddon Mallee's International Women's Day breakfast.

Community wellbeing director Vicky Mason said addressing gender inequity was critical to preventing violence against women, recognising and respecting the value of all people, and delivering the social and economic benefits that arose from communities that were safe, fair and just for all.
"This document will help to ensure all residents are safe to participate in all aspects of community life and able to access the resources they need to achieve their goals while living in a community that is free from violence against women and children," Ms Mason said.
"To achieve gender equity we need to recognise that within communities, people of different genders currently have varying opportunities, resources and responsibilities.
"To ensure fairness, strategies are needed to create an equal playing field. The new strategy will help to guide activities across our community and monitor progress towards achieving gender equity."
Bendigo councillors moved to develop a gender equity strategy in July 2017.
But a focus on forming a coalition and a leadership statement meant it was not completed within 12 months, as initially expected.
It was still being drafted as debate raged about the use of so-called "ring card girls" at a high-profile boxing event in Bendigo last year, which the city supported to the tune of $54,000.
Ms Mason last month confirmed the draft would not be completed by February 2020, which had been cited as a requirement of state government funding.
She had flagged the possibility of its release early this month, about the time of International Women's Day, which is March 8.
More than 200 people celebrated the achievements of central Victorian women at the Zonta Club of Bendigo's International Women's Day dinner last night.
Cr Jennifer Alden will launch the draft at the free Women's Health Loddon Mallee breakfast at 47 Myers Street tomorrow, about 9.15am.
