Police and ambulance were called to the crash on High Street, Kangaroo Flat about 8.30am.
Bendigo Highway Patrol Leading Senior Constable Scott Andrews said the 27-year-old cyclist was riding south on High Street when she was hit by a car turning out of Lansell Street.

The woman was taken to hospital in a stable condition with facial injuries.
Leading Senior Constable Andrews said the driver of the car - a 24-year-old Quarry Hill man - told officers he did not see the cyclist when he drove into the intersection.
The man was given an infringement notice for failing to give way at an intersection.
