In the 48-hour window the BDCA couldn't meet with all 10 clubs to discuss the BDCUA complaints and the umpires went on strike for round 11.
The BDCA board met with the 10 club presidents on Monday night.
Walsh said the clubs found the umpire action "untimely" and that it "left no room for movement for the BDCA".
"After the meeting with the club presidents last night, the BDCA board will meet today (Tuesday) to table our recommendations,'' Walsh said.
"We're hoping to meet with the umpires on Wednesday night, prior to their regular meeting, to discuss with them what we think is the way forward.
"The umpires can then discuss those recommendations at their meeting and, hopefully, we can all move forward.
"The clubs were strong in their belief that you don't make changes to rules midway through a season.
"However, at the same time we did concede that some minor changes to the wording of a rule that is incidental to the outcome of a game could be looked at.
"The bottom line is we want to take a common sense approach. We'll sit down with the relevant authorities to ensure a civil outcome is achieved."
Walsh said the BDCA board had plans in place should the umpire strike continue into this weekend's start of round 12.
