State parliament's upper house is considering giving the land to the council under a new plan to manage trees growing into the path of aircraft taking off from the Bendigo Airport.

The bill has already passed the lower house along with a suite of crown land reforms that include a bid for a marine and coastal park in Gippsland.

Bendigo's council has been chopping off the upper reaches of trees near the airport for years, but currently has to go through a slow and ad hoc government approval process, council business services manager Ben Devanny said.

"It chews up a lot of people's time," he said.

The council wants to speed everything up using a 10-year plan for all big trees in the 52 hectare stretch, Mr Devanny said.

"We've gone through it with aborists and we think that is the area where trees could grow into planes' airspace," Mr Devanny said.

"There might be two or three trees a year that might need to be trimmed and more the following."

Aborists would cut off as little greenery as possible but each tree would be different, Mr Devanny said.

"Some of them might only have grown 50cm in a year and we would take that, plus a little more. It's really a case of having the aborists in to see what the minimum is.

"On a very rare occasion we would look at a tree and say it's not healthy and have to remove it. But some of these are significant trees and we would only need to lop a little off the top."

Council staff are still honing on estimates for how much will need to be removed from trees over the next decade.

"We are looking at growth patterns. It will depend a bit on whether it's wet or dry and their age," Mr Devanny said.

"I'm not personally a tree expert and what I'm finding out is that some of these trees might not grow at all or quite a bit depending on climate conditions."

If the deal is ratified by parliament the government will trade the trees for forest on James Cook Drive, Strathfieldsaye.
