Officers intercepted a woman on Hargreaves Street at 12.20am on Friday, after she was seen driving erratically through the nearby McDonalds drive through.
The 44-year-old woman was charged with refusing to accompany police for a breath test and being drunk in a public place.
She will be summonsed to appear in court at a later date.
Her passenger, 34-year-old man, was issued a penalty notice for being drunk in a public place.
Both were taken into police custody due to intoxication.

Police issued an infringement notice to the man for exceeding the prescribed content of alcohol.
