American Winder became the first international rider to win the general classification in the five-year history of the Tour's women's event.
Chloe Hosking, who was born in Bendigo before moving to Canberra, finished in fifth place after earlier winning the opening stage on Thursday.
Sunday's final stage, a 42.5 km Adelaide City circuit, was won by Italian Simona Frapporti.
Quiet start to World Cup campaign for Murphy
Former Sandhurst cricketer Todd Murphy had a quiet start to Australia's ICC Under-19 World Cup campaign against the West Indies in South Africa over the weekend.
Murphy batted at No.10 and was dismissed for one as the Aussies were bowled out for 179.
The West Indies answered with 7-180 to win by three wickets with four overs to spare, with Murphy finishing with 0-26 off his seven overs of spin.
Australia's next game is against Nigeria from 7pm Monday night (AEDT).

Matthew Dellavedova's Cleveland Cavaliers surrendered a 15-point three quarter-time lead against the Chicago Bulls to suffer their fourth loss in a row in the NBA on Sunday.
Dellavedova dished out four assists in the 118-116 road loss to the Bulls, which leaves the Cavaliers with a 12-31 record and in 13th position in the east conference.
Maryborough's Dellavedova is averaging 2.9 points, 1.2 rebounds and 2.7 assists per game in what is his eighth season in the NBA.
