The 68-year-old man was remanded in custody and appeared at the Bendigo Magistrates' Court on Monday.
He applied for bail, but later withdrew the application after evidence was read to the court.
The court heard police visited the man's home on Sunday.
Constable Ashley Sutton told the court, the man invited police inside but tried to hide an electronic tablet under the couch as officers walked into the living area.
Police said when they looked at the device they found child abuse material on the screen. It is alleged the videos showed children as young as eight years old.
The man was arrested and interviewed by police.
The court was told the 68-year-old admitted to watching the child abuse material and told police there were about 2000 child abuse images and videos on the tablet.
Police are yet to assess the electronic device.
Constable Sutton told the court the man was an unacceptable risk of further offending.
The court heard it was the second time in five months that police had allegedly found the man with child abuse material during an unscheduled visit at his home.
The man has been a registered sex offender for eight years and will be on the register for life.
The 68-year-old withdrew his bail application after the informant gave evidence to the court.
He has been remanded in custody and will return to court next month.
