BENDIGO has lost 1200 jobs in three months.
Meanwhile, 20,000 people found work in regional Victoria.
Both Geelong and Ballarat gained thousands of new jobs in the three months to November, according to the state government.
There were 4300 new jobs in Geelong, and 8400 new jobs in Ballarat.
But employment in Bendigo decreased by 1200.
The region's unemployment rate dropped at the same time, from 4.2 per cent three months ago to 3.6 per cent in November.
Regional Victoria's unemployment rate is 3.7 per cent.
Treasurer Tim Pallas said investments in roads, rail, education and health were driving the creation of thousands of new jobs in regional Victoria.
The state government has invested millions in big-ticket Bendigo projects, from the city's $630-million new hospital to a $90m commitment to a Bendigo GovHub.
The GovHub project came with a promise of 100 new public sector jobs for Bendigo.
Construction on the 1000-desk building is expected to start mid-2020.
