It follows a petition and request from the Mount Alexander Climate Emergency Team that it declare a climate emergency.
MACET addressed a forum held earlier this week in response to its request.
The forum went for more than 12 hours and included 49 presentations, with councillors receiving about 100 submissions.
Mayor Christine Henderson said the forum heard concerns about the impacts of climate change, and what people wanted the council to do to address the issue.
"The one thing that was common among speakers is that they were all concerned about climate change and wanted to see urgent action, with many wanting us to declare a climate emergency," she said.
The information heard at the forum will inform a response to the request to declare a climate emergency.
So far across Australia, 76 councils have declared a climate emergency, including Hepburn Shire.
