Borce Ristevski was jailed earlier this year after he admitted to the manslaughter of his wife Karen, who disappeared from their Avondale Heights home in 2016.
Her body was found dumped at Mount Macedon.
He must serve at least six years behind bars, but the maximum sentence he received was nine years in jail.
Prosecutors will argue the sentence is manifestly inadequate.
The 55-year-old will appear at the Court of Appeal hearing via video link from prison.
Three judges - Victorian Supreme Court Chief Justice Anne Ferguson, Justice Simon Whelan and Justice Phillip Priest - will hear the appeal.
Ristevski protested his innocence until the eve of the trial when he pleaded guilty to manslaughter and not the more serious charge of murder.
