Police raided properties in Serpentine, Long Gully, Kangaroo Flat, Maldon, White Hills and Eaglehawk this week.
Detectives and police also raided properties in Echuca, Maryborough, Cherokee, Mooroopna, Maldon, Rochester, Kyneton, Strathallan and Mount Glasgow.
Police confirmed three of those arrested were charged and remanded in custody, while several others were released on bail.
The arrests were part of Operation Liege which saw 60 people arrested this week across the state.
Charges resulting from the arrests include assault, burglary, threats to kill, drug importation and cultivation, robbery, theft, weapons offences and vehicle crime.
Arrests relating to Operation Liege were also made in the Mildura, Geelong, Portland, Warrnambool, Ballarat and Ararat areas.
Operation Liege aims to disrupt high-harm, high-impact youth offending. It began in July.
"This operation complements the ongoing work of our regional crime teams, across the state," Western Region Operations Crime and Intelligence Inspector John Clark said.
"Drug crimes, burglaries and serious robberies are horrendous crimes which leave a long-lasting impact on victims and the community."
