Herbert finished the tournament with a score of three under-par T34 at Rome's Olgiata Golf Club after recording rounds of 74,65,69 and 73.
The top 50 finish has given Herbert valuable Race to Dubai points and is now ranked 106 with 440.9.
His rank is within the cut off for a full 2020 European Tour card, with only a handful of events to play before the end of the season.
The top 110 players on the standings at the end of the season will receive full tour cards.
Austrian Bernd Wiesberger won the Italian Open at 16 under-par and is now ranked first on the Race to Dubai standings.
Herbert's next competition will be this week at the Open de France to be held at Le Golf National, Paris.
The tournament was inaugurated in 1906 and is the oldest national open held on continental Europe.
