Goornong Recreation Reserve Committee president Tom Ryan believes the hall was hit by the same tornado that destroyed a house at Axe Creek.
The wind ripped up trees near the hall, which damaged about a third of the main building's roof, including the timber on the front veranda. This allowed rain into the building.
The fence surrounding the building's pool was flattened by trees.
Mr Ryan said the strong winds came through at about 3pm on Saturday.
No one was in the building at the time.
The wind didn't touch the nearby fire shed, despite the damage it did to the hall, Mr Ryan said.
Mr Ryan said the hall would not really be needed until the cricket and pool season in the warmer weather.
He said working out whether council or DELWP was responsible for the building was the next step.
"It's just one of those things. You can't control it so you've just gotta put your best foot forward," Mr Ryan said.
Bendigo State Emergency Service deputy controller Natalie Stanway said the unit had been called to 25 jobs on Saturday, mainly to do with water getting into buildings and damage to garden structures.
