Kemp and Dow have been selected in the Vic Country line-up to play Western Australia at Marvel Stadium.
The winner of the Vic Country and WA game will be crowned champions. Vic Country hasn't won the title since 2015.
Kemp kept Vic Country's title hopes alive by kicking a last-minute goal to defeat South Australia last week.
Coach Leigh Brown was full of praise for Kemp fowlling a number of good performances at the carnival.
"Brodie Kemp has played really well down back in the Championships, but a lot people wanted to see if he could play through the midfield and he showed that intensity and urgency while being able to push forward,'' Brown said.
WA has the advantage of being fresh for this game, while Vic Country played on Friday.
Wednesday's game starts at 2.10pm.
