The two shires, along with Gannawarra Shire, Swan Hill Rural City Council and New South Wales councils Edward River, Balranald Shire and Murray River will share $16.8 million.
Buloke Shire $2.9 million to distribute between three projects while Loddon Shire will receive $760,000 to share between its four projects.
Loddon Shire chief executive Phil Pinyon said having the Regional Growth Fund target rural regions helps a lot of small towns.
"This is something we are able to work on with other councils," he said.
"Swan Hill Rural City Council took the lead in coordinating this and it is a unique cross border effort with four councils from Victoria and two from New South Wales putting in together."
Buloke Shire Council received $2.9 million for the Lake Tyrrell Infrastructure Development Project, along with the Chartlon and Donald riverfront developments.
The Lake Tyrrell project will get just over $1 million to help the waterway developed into a tourist hub complete with a view platform, boardwalk, amenities and a car park.
An intersection at Baileys Road and the Calder Highway will also get a significant upgrade to help grant traffic safe access to the salt lake.
The Charlton Riverfront Development will receive $940,000 to development of a viewing platform and shared roadway along the Avoca River and link town centre with the river and adjacent parks.
Donald will use $900,000 for the development of a riverfront precinct along the Richardson River including a shared roadway, skate park and youth precinct as well as a viewing platform along the river.
Buloke Shire mayor Carolyn Stewart said the funding was an outstanding result for the Our Region Our Rivers campaign
"The investment into our towns will continue to drive the tourism upswing we are currently experiencing in our towns by way of destination tourism in Sea Lake," she said
"(It will also) give people stopping in Charlton and Donald a real opportunity to experience what the Avoca and Richardson rivers have to offer."
Loddon Shire will receive funding $760,000 to distribute between the Bridgewater foreshore, Boort Caravan Park, Wedderburn Caravan Park and Pyramid Hill Caravan Park projects.
"The foreshore will have elements like additional seating and shelters, community spaces, new pathways and cultural signage as well as improved access to the foreshore," Mr Pinyon said.
Mr Pinyon said the projects will help increase the number of visitors to the region.
"The Boort Caravan Park next to Little Lake Boort has had a great occupancy rate, the managers are very happy with how that going," he said.
"The Wedderburn Detector Jamboree was held a couple of weeks ago and we had a lot of visitors for that. To provide better facilities at (these places) is great for the tourism element."
