A plan is being developed to guide the suburb's growth and development in the next 10 - 20 years.
Council has encouraged community members to contribute their ideas via an online survey.
Strategy and growth director Bernie O'Sullivan said Golden Square had huge potential.
"It has a diverse range of businesses, including the Bendigo Day Surgery, the recent redevelopment of St John of God Hospital, heritage buildings, the creek corridor and the disused Golden Square railway station,” Mr O’Sullivan said.
“The area also has relatively affordable housing which is close to facilities, services and employment.
"A large amount of vacant or under-utilised land in the area also offers future potential for future residential and commercial development, and associated jobs."
He said the suburb was in close proximity to the Bendigo city centre and elsewhere.
"So it’s also an opportunity to identify social, recreational and transport considerations," Mr O'Sullivan said.
"All of these are factors need to be considered so that Golden Square can grow in a coordinated manner."
