Council workers spent most of Monday on top of a crane where existing roof material on the tower has deteriorated over time which has caused damage to the timbers underneath.
The tower roof is being replaced using lead sheet which was the original material.
Each tower roof requires about 500kg of lead to complete the work.
Restoration works on the town hall began in December and include significant roof, window and door repairs, painting, repairs to the external facade.
The City of Greater Bendigo expects the repairs to be finished by February.
