Bendigo Fire Brigade senior station officer Dale Stemmer said a man and a woman were seen leaving the scene of a car fire in Maiden Gully.
The Department of Environment, Land, Water and Planning has been notified and police have been requested.
Emergency services were alerted to the car fire, in the bush off Durstons Road, at 8.38am on Wednesday.
Firefighting units from Bendigo, Golden Square and Eaglehawk responded following concerns the blaze had spread from the car to nearby trees.
They contained the spread to the car and those two trees.
Residents, who asked to remain anonymous, said it was about the 10th car fire in the area in the past 10 to 12 months.
They are concerned a car fire will spark a bushfire.
Mr Stemmer said the area was affected by the 2009 Black Saturday fires.

FIREFIGHTERS are attending a car fire in Maiden Gully.
The fire started before 9am on Wednesday and has since been declared safe.
Firefighters remain on scene, in the bush off Durstons Road.
Residents say there have been about 10 car fires in the area in the past year.
