Ms Allan, who previously held the position of public transport minister and minister for major projects, said she was “very pleased” to take on the newly-created portfolio to “continue the big infrastructure agenda” of the state government.
“The Premier (Daniel Andrews) is very clear there's a strong transport infrastructure agenda and my responsibility is to hit the ground running,” she said.
First-time MP Melissa Horne will become minister for public transport and ports and freight.
“I’ve known Melissa for a long time – she will be terrific and I will be delighted to support her,” she said.
Major infrastructure projects Ms Allan will oversee include the North East Link toll road, Melbourne Airport rail link and the removal of 25 more level crossings.
She will also preside over the suburban rail loop project, which will connect Bendigo to the Melbourne Metropolitan rail network through a hub at Sunshine.
More locally, Ms Allan will oversee the next stage of the of the Bendigo Metro rail project, which will include new train stations for Goornong, Raywood and Huntly by 2023.
Minister Allan leads an all-female transport team with Jaala Pulford becoming the minister for roads, road safety and the TAC, and minister for fishing and boating.
The new cabinet contains 50 per cent women, which Ms Allan described as “tremendously exiting”.
“The Premier has a clear commitment to equality and supporting women,” she said.
