The man pleaded guilty to the offence in the Bendigo Magistrates’ Court on Thursday.
The court heard the man’s Northern Territory licence was suspended in 2015 because of fines.
But in May this year, police found him driving in Abbotsford.
The man told police he did not know about the suspension, and police warned him not to drive.
But in July, he was again caught by police driving in High Street, Bendigo.
The man told the court he still had to pay about $3000 in fines in the Northern Territory before he could apply to have his licence transferred to Victoria.
Magistrate Michael King ordered the man to take all necessary steps to acquire a valid Victorian licence while on the undertaking.
