7.05pm – It’s a mammoth task, prioritising 246 tennis and netball courts in Bendigo for upgrade. But the council is giving it a crack, passing the Hard Court Strategy 2018-2028.

6.55pm – Council has refused to grant a permit for a south-facing electronic sign at the intersection of Camp and High streets in Kangaroo Flat.
Cr Rod Fyffe said council needed to send a message that these types of signs were not welcome at the entrances to Bendigo.
A similar sign proposed for Goornong was also knocked back unanimously. Both matters will now be taken to the Victorian Civil and Administrative Tribunal by the applicants.
Cr Williams described the Goornong sign as just “too flaming big”. Other councillors concurred, in not so many words.
6.50pm – A proposal to subdivide a block of land on Hill Street in Ironbark has been knocked back by councillors with concerns over plans to add a dwelling to the back of a miner’s cottage.
The plan was defeated 3-5.
Cr James Williams was supportive of the proposal, believing it would provide three dwellings in a place where there is currently one and was in line with the council’s priority on in-fill development.
Cr Julie Hoskin said it was important not to “keep eroding our heritage” as had happened in the past, and opposed the plan.
6.30pm – Plans to convert the former All Saints school and masters’ residence near View Street into a tavern and function centre have passed the council – but concerns were raised about parking.
Cr Julie Hoskin said council “really does need to do something” about parking issues on the roads abutting View Street.
The required parking waiver was set aside for the All Saints project.
All councillors believed the project would add to the area’s food and art options.
Cr Andrea Metcalf said it was pleasing to see the applicant had worked with objectors to resolve any issues, particularly the use of the adjoining View Lane.
Cr James Williams said the project would attract more people to the area, while Cr Matt Emond said it would make a “massive contribution” to the vibrancy of the area.
“This is a very exciting development, an interesting and exciting opportunity not only for the View Street art precinct, but the art precinct down to Charing Cross,” he said.
The project is an estimated $1 million.
6.15pm – The heritage overlay proposed for former Strathdale wedding venue Nanga Gnulle has been approved by councillors, after a number of alterations to the original plan including protecting more of the gardens.
The matter went to an independent panel which recommended changes to the front curtilage to extend to the eastern boundary of the water course, among further extensions to the heritage area. The heritage overlay will apply to the mud brick house itself.
The matter passed council unanimously, and the heritage overlay will be sent to the planning minister for approval.
Plans to subdivide the gardens will likely come before council at a later date.
Cr Andrea Metcalf pointed out that the maps referred to in the council agenda were out-of-date and did not reflect the results of the independent panel. She congratulated objectors on their diligence in having the curtilege surrounding the property extended.
Cr Jennifer Alden said the heritage overlay would ensure the area remains in keeping with the surrounding area.
The approval was welcomed by Nanga Gnulle supporters.
6.10pm – Only one question tonight. Which wasn’t a question, but more of a statement.
Colin Burns, the president of the Greater Bendigo Ratepayers Association, addressed council after the group was recently formed.
He hoped for co-operation and regular meetings with councillors. Mr Burns met with Mayor Margaret O’Rourke before the meeting.
6pm – Welcome the our live blog of the August 15 council meeting where the heritage overlay on the gardens of Nanga Gnulle will be discussed and voted on.
Councillors will also vote on plans to convert the former All Saints Anglican school and masters’ residence on Mackenzie Street, near View Street, into a function centre and tavern.
The Hard Court Strategy will come before council, including plans to prioritise upgrades for the 246 tennis courts in the Greater Bendigo area.
