Projects that focus on people, places and economy are linked to objectives listed in the four-year council plan.
Shire mayor Bronwen Machin said the plan allows council to identify projects that will help the development of the region.
““This year we have done something a little different with our Annual Plan, with a focus on major and new initiatives, rather than the many day-to-day services we provide,” Cr Machin said.
“This means our plan allows us to clearly identify the new projects that will help us achieve our vision of being innovative, creative and connected.”
Major priorities include establishing a reconciliation plan, developing resources for youth mental health, and investigating the potential to develop of social housing.
Other projects include constructing an off-lead dog park and implementing streetscape plans for five towns in the shire.
Play spaces in Victory Park in Castlemaine and a plan Stanley Park North in Harcourt are scheduled for completion as is the construction of a multi-use pavilion at Wesley Hill Recereation Reserve.
“Young families around the shire will be able to enjoy the new play space planned for Victory Park, and we’ll work with the community to complete the designs for a play space at Stanley Park North,” Cr Machin said.
“Many community members have been involved in developing the streetscape plans for Newstead, Campbells Creek, Chewton, Guildford, Taradale and Elphinstone. We’ll begin to implement these plans over the coming 12 months,”

People
- Create a Reconciliation Action Plan
- Construct an off-lead dog park
- Develop resources to support youth mental health
- Investigate feasibility of using Council land for developing social housing
- Upgrade accessible parking spaces
- Develop a plan to manage volunteers during emergencies.
Places
- Prepare a Developer Contribution Plan for Harcourt
- Update Maldon Design Guidelines
- Develop a plan for Council to achieve carbon neutrality targets
- Finalise the business case for a new Resource Recovery Centre at Castlemaine
- Implement streetscape plans for Newstead, Campbells Creek, Chewton, Guildford, Taradale and Elphinstone
- Complete detailed designs for Castlemaine CBD streetscape
- Identify, record and assess the health of park trees
- Construct an accessible play space for Victory Park in Castlemaine
- Complete construction of a multi-use pavilion at Wesley Hill Recreation Reserve
- Install floodlights at Doug Powell Reserve, Wesley Hill Recreation Reserve
- Review gravel roads including prioritisation and construction methods.
Economy
- Work with businesses and partners to complete design and source funding for Maldon Streetscape Project
- Complete the Stanley Park North plan and play space design at Harcourt
- Complete safety works at Phee Broadway Theatre
- Advocate for improved access to education
- Implement changes as part of the updated Local Government Act.
