The farm was to keep up to 20 dogs for breeding purposes in temporary dog kennels at a four-hectare property on Tweddle Road.
It was proposed within 500 metres of 15 other residential dwellings. EPA guidelines indicate dog breeding facilities cannot be closer than 500 metres to the nearest neighbour.
The proposal received 20 objections which raised concerns about noise and other impacts to the local environment.
The applicant did not provide an acoustic report to council, and there was no evidence that noise-reduction methods would be put in place.
Macedon Ranges Shire town planner Christo Crafford, in his report to council, said the puppy farm was also “inconsistent” with the area, which aims to provide “residential uses in a rural environment”.
Councillors agreed at this week’s council meeting, and rejected the proposal.
