Victoria Police Senior Constable Levina Bell says the crash occurred at 2.10pm.
She said an inexperienced red P-plater was driving down a gravel road when the accident occurred.
The driver suffered a broken nose, clavicle and an injury to her left ankle, Senior Constable Bell said.
The passenger suffered bruising to her chest and abdomen from the seatbelt.
Senior Constable Bell urged people to drive to conditions and slow down on gravel roads.
Drugs and alcohol was not a factor in the crash, she said.

Ambulance Victoria has confirmed two females in their late teens have been taken to the Bendigo Hospital following a car crash.
One female is in a serious condition, the other is being taken to hospital for assessment.
3pm
Paramedics and police have responded to a car crash near Tresize Track, in East Bendigo .
An Ambulance Victoria spokeswoman said two women were being assessed after reports that a car had left a road and hit a tree.
One female in her teens was being assessed for injuries to her head.
The second young female had no obvious injuries.
