The lights will still illuminate at 8.45pm on Friday and the council will consider rescheduling the planned outdoor cinema screening of Miracle on 34th Street.
The region, and most of Victoria, is under a Bureau of Meteorology severe weather warning for heavy rain.
The bureau has forecast up to 200mm over three days for the northern and central regions of the state.
