Police pulled the 41-year-old unlicensed driver over in Gray Street just before midnight.
The woman accompanied police back to the Swan Hill station, where she blew 0.244 in an evidentiary breath test.
Sergeant Roberta Barry said she had not seen a reading that high for a very long time.
It was also the second drink-driver Swan Hill police picked up on Thursday, with a Kerang man blowing 0.190 after crashing into a parked car at 2am.
“It doesn’t matter what time of the day or night, you’re still putting people at risk,” Sergeant Barry said. “And to be driving unlicensed as well.”
The police officer said it was very disappointing to have two drink-drivers in two night shifts.
The vehicle the Swan Hill woman was driving was impounded.
