A bicycle rider aged in his 60s was travelling north on High Street, near Vine Street, when a driver pulling out of a car park made contact with the man.
The cyclist was knocked to the ground.
Ambulance officers attended the crash site but the man did not need to be taken to hospital. He was riding as part of a group.
Police are investigating the incident and are likely to issue an infringement notice to the driver.
Constable James Ludeman said it was a reminder to motorists to look out for cyclists on Bendigo’s busy roads, particularly in foggy conditions.
“You just have to think about what you’re doing and look out for cyclists,” he said.
