Victorian state budget 2017-18: What does it mean for you?

Almost $2 billion will be spent to make families safe from violence within their own homes, chiefly by underwriting 17 "family violence safety hubs", mainly in regional Victoria where communities suffer the worst rates of domestic violence.

But it is a fine balance between being tough on crime and having the system buckle, with the budget also showing that the average daily number of prisoners reached almost 6800 - exceeding the target by about 200 prisoners a day - in the past financial year.

It's a lot of people to keep locked up at the government's pleasure.

The Andrews government insists the budget locks in its share of the so-called Gonski agreement funding although there is no certainty for the following years, which means your local school's ability to plan and budget for the future could be compromised.

Struggling schools will get access to "turnaround teams" with $50 million to improve their performance.

Another $685 million will go towards new nine new schools and more than 100 upgrades at existing sites.

Kindergartens will get access to extra professional support with $120 million going to a range of programs, including access to speech therapists.

Twenty-four hour public transport on weekends will continue with more funding to make it a permanent fixture.

There will be $1.45 billion to upgrade regional rail services, depending on funding from the federal government.

There is also money for 40 new V/Line carriages and 10 new trams, which should hopefully offset the crush loading at peak hour.

The government expects to complete eight new level crossings, bringing forward $846 million to complete the works before the 2018 election, which is expected to reduce congestion on the roads.

The M80 Ring Road will be widened at a cost of $700 million over four years.

Building the Mordialloc Bypass, connecting the Morning Peninsula Freeway to the Dingley Bypass, will cost $300 million.

The government is attempting to woo younger voters by abolishing stamp duty for first homes valued up to $600,000 and discounts on first homes up to $750,000, which will hopefully allow some Victorians to get into the housing market by giving them a substantial discount on what they have to save upfront.

But stamp duty concessions will be scrapped for investors who buy properties off-the-plan, which might concern want-to-be landlords looking for an investment to negatively gear.

Instead the concessions will be available only to home buyers who qualify for the principal place of residence stamp duty concession and first home buyers.

Patients in Melbourne's north and western growth suburbs are among the big beneficiaries with $50 million to replace the existing Footscray Hospital and $162.7 million to upgrade the Northern Hospital.

There will also be $70 million for improvements at the Austin and Royal Melbourne hospitals.

The Ice Action Plan will get $81 million, which includes money to allow addicts on waiting lists to get into rehab faster.

The government has also invested $201.1 million to ease demand on the mental health system, including more support for hospitals.
