Police said a yellow four-wheel-drive was turning into Don Street and a white utility was travelling along High Street when the collision occurred.
Sergeant Mick McCrann said the driver of the four-wheel-drive had been trying to clear the intersection on an amber light.
He said the driver, a 67-year-old male from Shepparton, would be issued with a penalty notice for failing to give way.
The driver was uninjured, as were the two occupants of the utility – a couple from Bendigo in their 70s.
Some lanes on both streets were closed as crews worked to clear the scene.
Country Fire Authority, Ambulance Victoria and Victoria Police crews responded to the crash.
