Shepparton South, Shepparton United, Shepparton SC and Tatura SC have joined the BASL from the Goulburn North East Football Association.
The four clubs will compete in the senior men's division one, senior men's division two, senior women's and youth under-18 competitions.
The move means there will be 11 teams in the men’s division and 12 in the women’s division.
Shepparton South, Shepparton United, Shepparton SC and Tatura SC competed against BASL clubs in last year’s Inter-League Cup.
In the men’s competition, Shepparton South qualified for the grand final where it was beaten by Epsom.
Shepparton United won two of its five games, while Shepparton SC and Tatura won one game between them.
Shepparton United won four of its five games in the women’s Inter-League Cup, while Shepparton South was victorious once.
Football Federation Victoria president Kimon Taliadoros praised the restructure and all the stakeholders involved.
"It is a credit to the passion and dedication of the volunteer administrators of our Clubs and the staff at FFV who have taken a number of geographic and competitive challenges and found an outstanding outcome for football," Taliadoros said.
"It is reflective of FFV's commitment to providing football as Victoria's premier sport, especially if you are based in Regional Victoria."
FFV CEO Maxwell Gratton said all the relevant stakeholders were to be commended on their vision in reaching an outcome.
"With statewide participation growing rapidly and the demand for football greater than ever before, it is pleasing to see clubs working together to improve and enhance the experience of playing football," Gratton said.
"Football in the Goulburn Valley and Bendigo regions will benefit from this outcome, both for competitiveness and total participation.
"It is exciting to have a framework in place that will provide the enjoyment of football for thousands of players, while also giving talented players the opportunity to be identified for participation in the Bendigo City FC and Goulburn Valley Suns teams that compete in NPL Victoria."
The BASL is being sought for comment.
