Adam Jolly appeared in the Ballarat Magistrates Court on Thursday with 23 fines including excessive speeding, driving an unregistered vehicle and driving unlicensed.
Jolly received the fines between April 2011 and October 2015.
The court heard the man had injured himself in November last year, so was unable to work as a labourer to pay off the fines.
Magistrate Gregory Robinson said the injury didn't excuse the non-payment.
However, he said if the matter had progressed to plea stage, it would have been likely the repayment amount would have been reduced.
Given that, Mr Robinson reduced the payment amount to $5000, which he said would convert to 33 days' imprisonment in the event of non-payment.
