The 32-year-old from Belmont, near Geelong, was arrested at the corner of Mitchell and Queen streets about 10am on Monday.
Sergeant Mick McCrann said a number of people dialed 000 after seeing the man and his weapon.
He immediately surrendered the knife to police and it will now be destroyed.
The offender was also issued with an on-the-spot fine of $1000.
“People are entitled to have these weapons, but they're a controlled weapon, so they can't carry them in public,” Sergeant McCrann said.
“Hopefully the message has gotten through that we don't tolerate that on our streets.”
