The Bendigo rower and partner Georgia Nesbitt needed to finish in the top two in the lightweight double sculls final at the Olympic qualification regatta in Lucerne, Switzerland, to earn selection for Rio.
Every-Hall and Nesbitt finished third in their heat to advance to the repechage.
They needed to finish top four in the repechage to advance to the final, but finished a close-up fourth.
Every-Hall, 38, told the Bendigo Advertiser before the regatta that failure to qualify for Rio would likely see her retire from the sport.
"(Switzerland) is either the end of my career, or the Olympics a good way to go out," she said.
"Hopefully, there's a few more months left. It's definitely make-or-break - I am either going to the Games or not going to the Games."
Every-Hall finished fifth in the London Olympics and won world championship gold in 2002.
