The scholarships form part of a seven year commitment to provide financial support to the students made in 2013.
Cr Cox, who is also Chair of the Bendigo Maubisse Friendship Committee, said the scholarships would allow students to complete secondary school in Maubisse and then attend a university of their choice in Dili.
He said six secondary school students received scholarships this year with two additional year ten students in line for scholarships each year until 2019.
"Over the duration of this project, it is expected more than $50,000 will need to be raised and it is wonderful Bendigo is supporting this worthwhile cause," he said.
"We all understand the importance of receiving a good education, however it is not an opportunity everyone can afford. Support from countries like Australia is essential to ensuring those in neighbouring, poorer countries still have a chance to succeed."
Bendigo Senior Secondary College students are also supporting the initiative, launching Project Timor earlier this year to help raise money for school supplies for the Maubisse students.
So far they've raised more than $300 through sausage sizzles and other events.
