Ms Quinlan will be a part of a small group of people to oversee the development of the Victorian government's Creative Industries Strategy.
She was also appointed to provide independent expert advice to the Minister for creative industries Martin Foley.
Ms Quinlan said the work being done in culture and the arts in Bendigo was being noticed.
"It's great that the work we have been doing in Bendigo in terms of arts, culture and tourism has been recognised in this way," she said.
"I am looking forward to having input into both initiatives based on the experiences and successes we have had in Bendigo."
City of Greater Bendigo director of city futures Stan Liacos said the appointments show Bendigo is doing the right things in art, culture and tourism.
"A large part of the success we have had is due to the vision and efforts of people like Karen Quinlan who 'talk up' Bendigo well beyond our municipal borders," he said.
"We are very fortunate to have leaders of this calibre and I believe it’s important for them to assume state-wide and at times national roles to help progress not only their own thinking and outlooks but also to help take Bendigo’s name and reputation far and wide."
