The 15-year-old scored the record breaking win, in what was a spirited and tense match against seasoned player Vicki Greenwood.
It was a see-saw battle throughout the final, with the lead changing hands several times.
However after two-and-a-half hours of play, it was the Catholic College Bendgo student who was able to win the coveted title and become the youngest player to date to win the championship.
Bruggy said it was one of the biggest moments of her young career.
"I was nervous heading into the match, but once I got into it, I just started to calm down and play the game," she said.
"It was a big step up for me and my bowls.
"I wasn't aware of the record, it was a shock to find out I am the youngest player to win the title.
"It means a lot to me."
Bruggy will now represent the Bendigo Bowls Club at the district's Champion of Champions tournament next month.
