It follows more than six months community consultation, spearheaded by the Campbells Creek Community Planning Steering Group.
The plan includes several goals for action including the completion of shared pathways on Campbells Creek water frontage from Castlemaine to Campbells Creek; improving community information and social connections by establishing and maintaining a community notice board, website and Facebook page, and developing Campbells Creek Recreation Reserve.
The plan will be used as a basis for future action and seeking community grants.
More than 300 people had input into the plan.
"We are pleased to arrive at this stage,” said Dr Dhirendra Singh, chairman of the Campbells Creek Community Planning Steering Group.
"The plan represents the aspirations of the Campbells Creek community," he said.
"Development of the plan involved six months of community consultation through several meetings, a workshop and two community surveys."
The community will be asked to consider forming an incorporated association called Campbells Creek Community Inc when the plan is released in February.
