News of the VCAT action comes amid reports he owes large sums of money to several businesses and contractors.
The Bendigo Advertiser has spoken to five people who say Beazley owes them money.
Laser Plumbing Bendigo owner Adam Redmond said Beazley owed him $50,000 for work conducted at five separate properties between June and October this year.
He worked for Beazley for the past three years, with no problems, but said Beazley stopped paying him in June.
He said the pair agreed to enter a payment plan but Beazley didn't make a payment.
He said the stress from the incident had taken a toll on his health, saying he had trouble sleeping and "when I do sleep I dream about (Beazley)."
"It sends me back to the bank to cover all the costs," he said.
A Bendigo business owner, who wanted to remain anonymous, said Mr Beazley owed him $20,000.
He worked for Beazley between the end of 2012 to mid-2014 and said Beazley was "paying up to a point" but stopped about six months ago.
"I'm obviously angry ... I'm not a vindictive person, I just want my money back," he said.
"It's impacting our business greatly, especially coming up to the holiday season.
"We're finding it quite tight.
"I'm disappointed at the moment but with the help of others we're staying on top of things, but we'd certainly like to catch that debt.
Another woman said she paid Beazley $3500 two weeks ago to build her "dream home" but never heard from him again.
Private builder Todd Schintler has filed legal action against Mr Beazley for $8000, and the case will be heard in Bendigo on Thursday.
Mr Schintler worked for Beazley from December 2013 until February 2014.
He said he was paid his wages in December but wasn't paid for his work in January or February.
He said he was "p...ed off" over the situation.
"He was promising me payment ... it just never happened and that's when I turned to VCAT," he said.
"Eight thousand is a lot of money for me - I was straight out of my apprenticeship when I went to work for him," he said.
Mr Schintler said he was confident he would win the case but was doubtful Mr Beazley would show up to the hearing.
"It isn't looking good," he said.
A note outside a Bendigo home Beazley built reads: "This is not a display home built for Reuben Beazley. This is our private home. We have paid for everything and more in this home to Reuben Beazley.
"Please do not remove or damage any item that has been paid for by us. We are devastated like you and also out of pocket by many thousands of $. Please note Security cameras have been placed in this home."
The Bendigo Advertiser has spoken to another business owner Beazley allegedly owes significant sums of money to, who was seeking legal advice and didn't want to comment.
Mr Beazley's Imagine Strathfieldsaye Amenities office and display home was not open on Monday morning and his website, www.rbbuilder.com.au, has been suspended.
Villawood, which is responsible for the Imagine estate, declined to comment on Monday morning.
Mr Beazley did not answer calls on Monday.
