Byrne scored a 26-19 victory against Golden Square's Luke Spargo in the titles decider.
Round 1: Martin Lord Jnr (Heathcote) lt Spargo 10-25.
Semi-finals: Spargo d Sam Evans (Echuca) 25-11, Byrne (Eaglehawk) d Nick Davies (Bendigo East) 26-7.
Byrne will contest the state finals on January 18.
Because of this week's Victorian Open matches, the BBD women's 25-under singles between Amelia Bruggy, Stephanie Priest and Amelia Bruggy will be played on December 7.
