A 16-rider team will race for the Cyclones from November 7-9.
The Mexico leg is the first in a three-round series that carries crucial qualification points for the World Championships, and 2016 Rio Olympics.
O'Shea and four other gold medallists from this year's Glasgow Commonwealth Games - Anna Meares, Matthew Glaetzer, Annette Edmondson and Steph Morton - will race in Mexico.
Now based in Adelaide, O'Shea is a three-time winner of the Bendigo Advertiser Sports Star of the Year award.
